Gentlemen:

This refers Mr. Nelson's fax of August 2 and Mr Martin letter of August 16 concerning the representation of hostlers on the Northwest District at disciplinary investigations.

This issue has never been a problem until most recently. However, in view of the August 18, 1989 Agreement, I have no objection to considering all hostlers as switchmen with regard to the handling of discipline. In this respect, under the Northwest Agreement, the BLE would not be entitled to represent them. However, for clarification and future handling, I would propose all aspects of disciplinary procedures be governed entirely by Mr. Nelson's agreement governing switchmen. UTU-E disciplinary provisions would no longer apply to hostlers. If you agree, please so indicate by signing in the spaces provided below and returning a signed copy to this office.
