Dear Mr. Nelson:

This refers to our discussions concerning the Combination Guaranteed Extra Board at The Dalles. It was our original intent that this extra board would be handled on a first-in, first-out basis. This appears to conflict with Rule 30 (f) which provides for seniority to govern when two or more employees are marked up at the same time.

It was our understanding that due to the unique nature of this extra board that when two or more employees mark up at the same time, they shall be marked up in the same order as they were used or marked off the board. The Guaranteed Extra Board at The Dalles is a Rotary Board and Rule 30 (f) does not apply.
